It sounded like he's still holding out hope he can get qualified, just interpreting the wording of his statement on twitter.
As I see it, he'll try to get the grades sorted out, then sign his LOI. If not, he'll head to JUCO.

Re-committed but hasn't signed, I think they want to make sure his grades are right before they send him a paper.

He doesn't have to sign anything. If he wants to wait until the summer to see if he can get his grades right he can and just show up on campus in the fall and get his scholarship. All a letter of intent says is that you will play for a certain school if you go to college. That's why you can sign 25 but if somebody doesn't sign and just shows up on campus in the fall then he will go to the 85 but not the 25 you signed because they never signed anything.
