Signing and Roster Maximums

Can someone clarify the rules regarding the maximum number of players you can admit to your program each year? My understanding of the rules is:
You can admit up to 25 new scholarship players to your roster each year. You can sign as many as you want, but you can only allow 25 to join the team. The rest have to be placed in JUCO , greyshirted or sit out a year (like Benton).
The 25 maximum mentioned above drops if you have more than 60 scholarship players on your roster since there is a hard maximum of 85. I think this was the case in our class with Ryan Perrilloux -- I think we only signed 16 kids that year due to the 85 limit.
I keep reading posts implying you can pull scholies to award more than 25 new scholarships, but I don't think that is the case.

yes and no, scholarships are renewed year to year. Once a school offers a kid it is implied that the scholarship will be renewed each year and is bad form not too. That said kids can be encouraged to transfer for one reason or another.

You're basicly right on the rules, but not exactly complete and you're possibly taking a point out of context. First, it's possilbe for Jan entrants to be applied to the previous year as long as you didn't have 25 signees that year and you were under the 85. I'm not sure how the 85 is managed, but the point is that there are circumstances where you can legitimately add more than 25. WRT releasing athletes form scholarships to be able to add new signees, usually people are talking about how to get the roster to 60 in the first place, not how to exceed 25.
