Side question on the Franks issue...

If a recruit and family come in for a non-OV, is the team even allowed to make accommodations for them?

That seems to lead to 2 questions:

1) Would it be fraught with shenanigans if schools can book rooms for recruits on non-OV's? I can see a "sorry, all the Holiday In Express are booked, bu we were able to squeeze you in at the Ritz on a last-minute cancellation"

2) What man can't make his own hotel bookings and ends up 60 miles away from his destination unexpectedly? That's Clark Griswold level of competence there.

A prospective student-athlete may visit an institution's campus at his or her own expense an unlimited number of times. Unofficial (non-paid) visits may be made prior to the prospect's senior year in high school.

The ONLY expense that an institution can provide during an unofficial visit is the following:

Three complimentary admissions to a home athletics event may be provided to the prospect and those accompanying the prospect on the unofficial visit. Admissions are administered through a pass list with valid identification.The institution may provide up to two additional complimentary admissions for the prospect's parents, should a non-traditional family structure (divorce, separation) exist, in order to accommodate all parents accompanying a prospect on an unofficial visit. The institution may not reserve additional tickets to be purchased by the prospect or those persons accompanying them on their unofficial visit. Tickets may only be purchased in the same manner as the general public.
A prospective student-athlete on an unofficial visit may pay the actual cost of meals (or the regular cost of training table meals) and eat with other prospective student-athletes who are on their official visits or with enrolled student-athletes. Prospects making an unofficial visit may reside in the dormitories. Notre Dame Residence Life does not currently assess a cost for an overnight dormitory accommodation.

When my son was being recruited we had two visits. One his Jr. year and again his Sr. year. Both times and a summer camp, my son stayed in an athletic dorm apartment with 2 other recruits. I had to stay in a motel at my expense, which was fine, I didn't want or expect anything, just recruit my son. I ate out at my expense, Mike Anderson's, Drusilla's, Ralph and Kachoo's.

I'm guessing the University can make recommendation about where to stay, but can't actually book the rooms for you right?

IE, "stay at xyz hotel, it's close and has good shuttle service" is ok. But, "I'll have the Offensive Coordinator book your rooms" is not.

I don't see why it would be a violation to book a room for a recruit. It doesn't mean that LSU paid for the hotel room. I book rooms for co-workers all the time; they pay the bill at the end of the stay.
