SEC very likely refused to grant him a waiver. That rule is fricked up though. It doesn't make sense. By the rule, Matt Womack shouldn't be eligible to play for Alabama this year, but I promise you he will.

Nearly their entire team left after a massive team mutiny during the middle of last season. Upshaw, Nigel Williams-Goss, Jernard Jerraue and a couple otherplayers are all gone.

you enroll at SEC, they can "block" you from transferring to another SEC school. it depends on the situation.

If you sign scholarship papers to an SEC school, and are granted release from the scholarship papers and decide to sign with another SEC school, you must redshirt your first season.
Noah could have still come to LSU, but he would have had to sit his first year, unless he was granted a waiver by the SEC, which has become increasingly difficult to acquire.
