I think an excellent state to look at would be Virginia and that Chesapeake Bay region. A ton of top end talent comes from that region. There's a lot to offer for someone to want to stay and live in the region as compared to maybe a Georgia.
Va Tech has been consistent over the years and Virginia is up and down. Same for Maryland. Based on the talent of that region one would think those schools, all of them, would be a lot more consistent and have better recruiting classes than they have been.

It should also be noted that many kids have parents who insist they go out of state for their college experience.
