I understand one side of it. But you're telling me that Henry Shortess couldn't accept TOPS because he walked onto the basketball team? (Obviously on scholarship now, but just using him as an example)
Seems like that's a bunch of BS to make someone decline accept an academic scholarship because they want to play a sport.

There is no rule that you cannot play a sport and be on TOPS.
There is a rule in place for football where if a player receives other types of aid and appears in a varsity game he counts against the football scholarship numbers anyway despite not being on a football scholarship. The rules are different after a player's second year in school, but basically if Garnett plays as a freshman or sophomore he might as well have been on a football scholarship because he'll count as one.

I'm not saying your wrong, but the two scenarios aren't even remotely similar. TOPS is an academic scholarship, if he plays football he will still be going to school. Giving someone a tennis scholarship that they will never use for that purpose is dishonest and shady.

They're both scholarships. I just feel like we'd have 1 or 2 TOPS kids on the football team every couple of years if you could use it.
Bear also gave academic schollies to kids instead of football ones. So that precedent is there as well.

Maybe he will be a linebacker version of Jacob Hester. Underrated, high motor, great instincts and hell bent on succeeding. Never takes a play off, shows up everyday with all heart.

NCAA Bylaw 15.5.1.2 Football or Basketball, Varsity Competition
In football or basketball, a student-athlete who was recruited (see Bylaw 15.02.8) by the awarding
institution and who receives institutional financial aid (as set forth in Bylaw15.02.4.1) granted without
regard in any degree to athletics ability does not have to be counted until the student-athlete engages in
varsity intercollegiate competition (as opposed to freshman, B-team, subvarsity, intramural or club
competition) in those sports.
If a player (1) in a head-count sport (where players receive full scholarships only) (2) who was recruited (preferred walk-on), (3) receives institutional financial aid, and (4) plays in a varsity game, that player counts against scholarship numbers. The rule only applies if all four of those elements are met.

Not sure. I've been working under the assumption that it was but now that I think about it I'm not sure. Since it is state-based it might not be.
Edit:
I looked into it and I think TOPS probably would not be considered institutional financial aid since it is from a government source and the school plays no role in determining recipients or amounts, but I'm still not sure.

I think that checks most of the cliche boxes. We also would have accepted "brings his lunch pale" or "a real coach on the field"
