There are exceptions, but it's pretty rare. Stanford obviously has higher requirements. UCLA bumped up their requirements slightly. Everyone else in the Pac-12 goes by the NCAA minimum, which is what almost every school in the country does.
I can only think of 2 cases where a UW recruit met the NCAA minimum and they were still denied admission because UW didn't think they would survive academically (that's very rare, but it still is technically up to the school's discretion).
It's varies by school for JC recruits though I believe. JC recruits have a notoriously tough time getting into UW because UW doesn't accept PE credits. ASU does though, so they flock to schools like ASU.
