I said this this morning. Someone at work asked for our fax number a week ago and I said FAX? who still does that.

Fax and mail is the best way to send anything.
Email correspondence is unreliable, and cannot be proved nearly as easily.
Fax confirmation, and post office confirmation, means you got it/they got it no excuses.

or you could do it certified email saved as locked PDF, but hey, we don't know anything

Easiest and most reliable would be develop a secure web form that they can digitally sign.
Would make it as simple as typing in their names a couple of times and BOOM it's official the second he hits enter.
