One of the reasons DrudgeReport is still one of the most popular websites is because he didn't change his format. And he still has underlines!
The Drudge Report is a single page site with tons of links to other sites. It has zero original content, and the entire point of the site is to make people click away from it to read sites with more modern designs that make it easier to consume actual content.

Well that's an interesting take, considering the overwhelming consensus from his users have all said it sucks and they frickin hate it. So apparently, he doesn't care how it looks.

Or should I say, he doesn't care how it looks to anyone but himself.

Your "overwhelming consensus" consists of a couple dozen complainers with an unreasonable aversion to change, out of thousands of active users.

If you argument is things are so much better now just cause the style is different then I can't agree.
That's all I'm seeing. Cars and buildings are different for actual, quantifiable reasons like efficiency of architecture, superior engineering and aerodynamics. It's not just an aesthetic change.

he is probably at wal-mart right now waiting on a shipment of .22lr to hoard

and the new format just seems so weird, i'm sure i'll get use to it after a week or so

Removing the underscores has a usability purpose, because when you mouseover a thread title the underscore appears (except on the Help board, for some reason). It's visual feedback to let you know you are on the hotspot. Happy?

Yes. Thank you.

But that effect was already present when they highlighted under the cursor.

I legit laughed when he said Shakespeare, cause I'm also completely unsure if he was serious.

Excellent use of Orwell, FWIW.

not to beat a dead line or anything, but the website does appear less organized without the lines.

Doesn't take a nerd to realize that the underscores were an unnecessary text decoration considering there are table borders around everything, and that adding lines makes the page look more cluttered and less organized.

They decided not to 'cover and align' the titles on the separate/various boards by removing the underscore beneath each title.

Some think it's more visually appealing without the lines, some disagree.
