Why have up/downvotes if they're not counted

Ive seen some other boards in the past that have some sort of star or tallying system for posters. I assume to make accumulative dv's a mark of shame and encourage post quality idk 
I mean why else have them. or would it promote too much buttfrickery with certain people just indiscriminately down voting like idiots

The ONLY thing that this sites upvote/downvote system would be useful for would be using it as a poll. For example you could ask something like, "do you think the average 6 foot 220lb athletic male could beat up Ronda Rousey, upvote for yes and downvote for no". Unfortunately the admins don't let you do that, I tried it and my thread was whacked and I got a PM to not do it again, so the function is currently worthless.
