He singles out one player in particular, but doesn't name him. I'm sure somebody can figure out who he is referring to.

John Peterson straight called Billy Mayfair for cheating on a podcast last year. Said he moves his mark and doesn't put the ball in the same spot that he marked it. Don't know if that is who he is talking about or not.

It's not doing Billy Mayfair much good ... I didn't even know he was still on the tour. He hasn't done much in the last 7 years.

My first thought was Spencer Levin because he wears baggy shirts but not sure he used a long putter

Spencer hasn't used a long putter since around 2012. Also, has no rep as a cheater

I figured it wasn't him but when I read baggy shirt I immediately though of him.

When did they change the rule that you can finish out a hole with a weather delay?

It's always been immediate stoppage for weather. Can finish out hole due to darkness.

It's at the discretion of the tournament. A non dangerous situation they may allow them to finish the hole. On Tour, sometimes they'll pull them off the course ahead of the danger due to having to get the galleries off the course.

I've heard it's Billy Mayfair that is being referred to here.

Interesting. I guess I'm used to horn sounding for thunderstorms so unless you've got a tap in putt, you mark and hustle off.

If they blow the horn for a dangerous situation and you tap in after the horn blows, it's a DQ.

Wears tight clothes. I've read in two places this person is known to wear "baggy shirts". That can't be Scott. Though I'm not saying he isn't a cheater.

I thought if the horn blew one time it was the players option to finish the hole they have started. If there are two short horn blasts then they do not have the option, they must mark and leave course immediately.

could be Vijay Singh. A lot of tour guys hate him and he was an anchor guy. Has a reputation as a cheater too

It's the opposite, but the premise is correct. If you play a shot after a single long horn blast signifying a dangerous situation, it's a DQ.
