navi is annoying in the slippy toad kind of way. you hate them, but hating them is memorable and funny. a truly awful character isn't memorable i suppose.
though they all served a narrative purpose in delivering expository dialogue crucial to understanding the world, i would nominate wakka, lulu and riku from final fantasy x.
