Chicago would be pretty pimp, but I would LOVE to see Miami-Fort Worth done again for another Vice City take.
Chicago in the prohibition era would be pretty cool, in my opinion. Take about 40% of the color out of the game to give it that gritty 'Saving Private Ryan' feeling, and make it focus on mob wars and prohibition era turf and business scruffs. The only problem would be with the cars and having enough variety to make it fun and such. I'm not an expert on this time period, but I'm sure they could strike a nice year that had some cool cars but the same stuff was happening.
I also think that a great idea would be to do LA again, but in the 70's. Muscle cars, the end of disco/beginning of the drug craze. It would be awesome.
I think that adding a time period into the mix makes the games much more fascinating. They have the added bonus of nostalgia, and just are so much fun.

Vice City would be nice. I would love to see a bigger map, maybe include some type of Everglades area. It would be cool to ride through the swamp on an air boat blasting some 2 Live Crew.
Focusing on Vegas could be very cool, too. Very pretty city in high def.
Los Santos has a lot of variety - rich, poor, huge variety of gangs.
Overall, I think I'd like to see something like Carcer city. Something totally made up. They spent so much time in getting Liberty City to be just like New York. I think that was very cool because New York is so memorable, but that kind of effort would be wasted on most other areas. I would love to see them build something from scratch to match the story they want to tell.

I'd love to see an updated Vice City with an actual interstate system similar to the original san andreas where you could take it down to the start of the keys/glades

If they ever do a NO based GTA, I would buy 4 copies to show my approval.
