Looks like there's a new special quest that popped up. Go look at Earth and there should be a new 41 lvl mission. When you beat it you get some kind of receiver. I found this video that tells you how to activate it and then I think the quest activates.

The new quest is the beginning of the Sleeper Stimulant quest line (per reddit).

I consider myself an above average PvE player, but for some reason I cannot beat all of those knights. Like wtf haha. I'm 300 light with my worst loadout too.
I tried it like four times and just said frick it and quit.

being in IT, I sit around watching Youtube until I get a call to help someone.. it's pretty humorous the crazy crap I'll watch sometimes after a very long binge watching session..... the crap online is scary

Yep arc shotgun, a few Supers, and hiding in the tunnel the whole time. It was tough but just be patient and should only take a try or two.

I just did it with two other friends and we beat it first try

So apparently the order the knights spawn in and what type is the secret behind unlocking the receiver after you get it. I would have never in a milllion years figured that out without stumbling upon the video
