If the item lets you ascend it yes. Armor will always increase when you upgrade it.
First image is of the first light cap 30 (Vanilla Destiny cap)
2nd image is of 2nd light cap of 36 (Crota's End expansion cap)(Ignore the title on the image, it is Light Beyond)
I don't have an image, but light goes up to 42 now. (House of Wolves Cap)
If you ascend your helm to light LV 42, (which is what will happen if you upgrade it) your armor will increase. But really what is more important is your light will increase to 42. You need four pieces of LV 42 light to reach LV 34 as a character.

Now you are supposed to farm them till the next expansion. I still have so much shite to do since I haven't been able to play much since the expansion dropped.

Thanks to Iron Banner I am now 34.
According to Destiny Tracker, I have a 1.16 k/d and a 67% win rate so far in IB. I have been lone wolfing the whole thing and getting wrecked by pre made teams every other match or so. Got rank 3 yesterday.
I guess something finally clicked and over the last 20 games while lone wolfing my K/D went up to 1.33 during that 20 game span. I had collectively played only 25ish matches of pvp since destiny came out before this IB. Now that I'm 34 and not 33, I expect the K/D to continue to go up. Haven't played IB since hitting 34.
It has been a good weekly reset for me. Got Gjallahorn on a nightfall and IB rank 3 got me the etheric light to push me to 34.

33 does 99% of the damage a 34 does, so I wouldn't count on that improving too much for you. Last night I ran around with armor that made me 33 for a while because I prefer hand cannon reload speed.
Level 32s are 95% as effective as level 34s, and level 33s are 99% as effective.

Yea, it is something like that. But you also take more damage from a 34 too.
It adds up, when you take into account LV, armor, attack. But yea, you won't notice much from 33 to 34.
I think it caps at 10 levels also. So a 24 vs a 34 is the same as a 20 vs a 34. Except for armor and attack ratings.

Nevermind then. Oh well I'm still happy that this is the first time I have had fun in PVP since the game came out and I'm getting etheric light for it. I guess things are just finally clicking for me and I'm improving at PvP. Still know I'd suck in ToO though.
Hawkmoon and Judgement IV make PVP more fun for sure.

You take 1% more damage from a 34 as a 33. Negligible at best.
