Is GTA IV worth playing?

Borrowing from it from a friend and don't know if I should play for the story or just frick around for a few hours.

by far the worst gta, but worth playing. the first half fricking bloooooows but the 2nd half picks up

I actually like it the most so far. I know it isn't as crazy as saints row but I like that.
