I'm having a little trouble here

I am playing NCAA Football 13 and I want to download a roster, but there is no option to type in a gamertag anywhere. How in the hell do I get this done?

look under "Community" or "Live" or whatever its called and Import Rosters. Its a menu option you are overlooking

I think I found the problem. I am under import rosters and selected download roster, but I have only one xbox friend and he doesn't play NCAA. Seems as though one can only download from a current "friend" so I need a friend that has an updated roster I guess. That sucks if i'm right because it used to not be like that.

That is my problem. There is no option to type in one for some reason. Just select a friend.
