Cheating on Mario Kart 8?

So i hadnt fired up this game in like 6 months. I jump to online and seems like glitching everywhere.you hit them with a red shell and they thrown their hands up like they are hit but dont even slow down. And some people do this thing where they are jumping all the time which I assume is a glitch of some sort.
