Bought a used PS4-Question regarding digitally purchased games.

So I got a steal on an extra PS4 and am going to send it home to my brother. Is there any way to access the games that are on the hard drive which were digitally purchased by the previous owner?
I'd guess no being that they're tied to the PSN account of the previous owner but I figured it'd be worth asking.

Not that I'm aware of. Like you said, they are digitally tied to another account. Maybe there is a back way to get it though.

As far as I know as long as the previous owners account remains on the console, you should be able to play those games.

Correct. As long as your account is still on the console with the games installed, they'll work on a separate login.
