All computer programs "Not Responding"

Anytime I open a program, no matter what program it is, it hangs up and eventually gives the “not responding” message. The computer is basically unusable like this. I can’t even run an anti-virus scan in normal mode due to this. I did run a Microsoft Security Essentials scan and a Malwarebytes scan in safe mode, and no threats were detected. Also tried a clean boot, still nothing responds. So I can't do anything in normal mood, but safe mode works fine. I have googled for suggestions, but was wondering if anyone here had any ideas.

I already posted this on the OT, but was told I may get better responses here. Thanks in advance to anyone who can help.

First thought was hardware, but it should act up in safe mode as well. Any "enhancement/protection" programs installed, Norton, McAfee, shite like that?

OS? Computer brand/specs? How long has it been going on? Tried system restore? Tried Startup repair? Able to take a screenshot of running processes in normal mode?

Windows 7
Dell laptop
Started happening last Thursday
Tried System Restore in safe mode, it says "no system restore points have been created on your computer system's drive"

Not exactly sure how to do the other two.
