I would be pretty pissed if they hit me for 20% to open a $150 bottle of wine. No, you don't deserve $30 to open a bottle.

No. It's a service fee for making the reservation. It has nothing to do with tipping.

I thought the same, but it looks like DrinkDrakDrunk is right based on the link in OP. The ticket essentially costs $24 + tax, of which $20 is credited to your final bill.
