It's not bad. Has a good pumpkin taste to it, i would like it to be less sweet, however. A little too fruity, but drinkable (my girlfriend would like it).

Would just rehydrating work, or is a starter needed?

Personally i am not sure how much lower its going to get anyways. Throwing in more yeast isn't going to necessarily hurt the beer. Rehydrating isn't going to do much more than just tossing it in, especially if its 04/05.

I may try racking it to a secondary for a couple days, see if i can't get some yeast from the primary in there. And if not, just go ahead and bottle.
