I was implying that you can get a relatively better wine for the money from italy/spain compared to USA/FR.

A website that I've used before is B - 21. They have a wine searcher that has a ton of variables (Price, Scores, Varietal, sub-varietal, etc.) I can plug them in and see what's the best bang for the buck.

ETA: I've also ordered from them and they are great. Plus shipping to NOLA is $1/bottle or $12/case, which is hard to beat.
