Best neighborhoods in Manhattan for restaurants?

Moving to Manhattan for work in April. Living in upper east side. Just wanted some thoughts on what neighborhoods had the best restaurants?

It's easier to list the neighborhoods in Manhattan that don't have great restaurants.

side note: Not Manhattan but Queens has some incredible ethnic cuisine.

even hells kitchen has a vibrant food scene.

If I ever win the lottery, I am moving there just to dine and immerse myself in all the culture. I would probably hit a rub and tug in Chinatown too.
