A lot of people have animated gifs as their avatar. The guy with the pumpkin hand is one that I know of offhand.
Not sure why the admins don't allow them - most are small size if not smaller than regular jpegs.

I recall someone asked if they could have gif avatar in the Reinstatement thread that was in the OT Board. Chicken replied with the following:

I was trying not to out him but I knew who it was. Grandfather'ing in is fair enough IMO. I still like the animated gifs though.
