What's Ty Montgomery's Startability?

Would you put him in as a WR2 or Flex guy in hopes of getting RB touches as well as receiving? Advice in both leagues. Both leagues are standard. TIA
League 1:
So far I'm starting Allen Robinson and Jordan Mathews (scared about this with Minnesota D) as my WR.
Crow in the flex.
Other players are Matt Jones, Snead, Royal, and Britt.
League 2:
Starting Allen Robinson and TY Montgomery as WR.
2 Flex guys are Hyde and Howard.
Bench guys are Asiata, Garcon, SSSr, and Latavious.
League 1:

High floor IMO. Should be a good bet for double digit points in a PPR.

League 1 I would probably start snead over him, That second Cb for KC is garbage.
I am assuming he would guard snead while peters(I think) would cover cooks.

My problem is Snead hasn't been used as WR2 in a couple games. It's been Mike Thomas and Fleener.
