What classifies as a cheating commissioner?

If the league's commissioner tampers with a team's roster without the person's consent or knowledge, is that considered cheating? Our commissioner changed a teams roster and was confronted about it upon when that team noticed the tampering. The commissioner claims it is not cheating because it was fixed and didn't change the outcome of the week... Who considers that cheating and what would you do about the situation? (Changing out the starting line up with players that were on the bench)

Changing out the starting line up with players on the bench. Noticed that Peyton Manning was on the bench even knowing that he was on the starting roster the previous day.

The commissioner changed the guys roster, then when the commissioner was confronted about it, he fixed it back and said it was just a joke

Sounds like some simple ball busting. Of course he didn't change it back until it was noticed. No big deal as long as he changed it back.

If the owner asked him to do, that's one thing. If not, that's blatant tampering regardless of the score.
