He can only sign the QO with the Pellies.

The way it works, he is guaranteed a contract for being a pick in the first round.

That contract runs through the end of the 2016-17 season.

But for the 2016-17 season portion of the contract to kick in, the Pellies have to offer him the Qualifying Offer -- that number is around $9.5

By issuing a QO, the Pellies make Davis a restricted free agent. If the Pellies didn't issue a qualifying offer, he would become an unrestricted free agent. Like Austin Rivers.

Davis can either take the qualifying offer and become an unrestricted free agent at the end of the 2016-17 season (like Greg Monroe did), or he can sign an extension with the Pels, or sign an offer sheet with another team.

Signing an offer sheet would be dumb, because all another team can offer is the 4 for 68 and the Pellies would match no matter what.

So he would piss away the 5 year 110 mill contract. He'll be eligible for this contract (the Derrick Rose Rule) because he'll be an All-Star twice or more before his first contract runs up.
