I'd agree and go with Hill out of that group.
You don't play match ups with the current best QB in fantasy football. Trade Rivers to somebody struggling or hell trade Luck for major upgrades elsewhere. Luck is the #1 point scorer by 15ish points over Rodgers, and that's AFTER Rodger's game Thursday and BEFORE Luck's game.
I don't get the logic.

He's #3 in my league - not that it matters.

All leagues are different I know. But mine is 7pt TDs, 1pt per 25yards and no bonuses for yardage. Typical -2 for INTs.
After Rodgers game Thursday the standings are
Luck 135pts
Rodgers 120pts
Ryan 100pts
Rivers 98pts
So it was actually 37 points. That's just shy of 10 points a game better. No way, not a chance I sit the #1 QB in FF no matter the match up and watch him score even the same amount of points on my bench. Ain't happening but to each his own

I've decided on Hill and Luck.
I figure that it's almost a toss up and allowed my wife to pick between the qbs.
She did after all pick the two mississippi teams to win yesterday so she has a streak going.
