I would like to join. Should be available to draft tonight.
Eta I've never played fantasy baseball, but have been wanting to try it for a while. Don't have enough friends that are interested in it, though.

So far, I have the league count at 8. In order to make for a good, competitive league, I'd like to have at least 10 participants, with 12 being ideal.
With that, I tentatively have the draft scheduled for 8:30 tonight; however, I may push it back to Monday night (Opening Day night) if we don't have a full membership by this afternoon. I have a feeling that we'll easily fill the remaining spots when more people are on TD this weekend.

So right now, free agent/waiver acquisition works like this - you have a yearly budget of $100 to spend throughout the year. Each day at noon, waiver claims will be processed for all claims made in the past 24 hours (I.e., since noon the day before). Player will be awarded to owner who bids most money on patient.
For the most part, players usually go for $1, as the owner bidding on him is the only one that day attempting to pick him up. However, in some instances - like a pitcher getting awarded a new closer role, or rookie making debut - you can assume that a good amount of owners will be attempting to pick him up, so you have to make a larger bid.
But to answer your question - the awarding of players occurs every day at noon. Only problem this poses is that, if you want to pick up someone to be used that night, you have to put your claim in before noon that day. After that, you won't be able to pick him up until the next day.

So we have to be extremely frugal with Add/Drops. I would think $1 per game would be better but never done this kind of waiver system.

Being a first timer to this strategy you have to fill out your roster and leave some money available for free agents during the year? What happens to the player that you might be dropping to pick up new free agents, do you get the money back that you spent when you first acquired them or is that money gone?

Your draft budget and free agent budget for the year are completely separate.
For the draft, everyone starts with $260 (ESPN default). You spend what you want by bidding and winning the player on the auction block. If you don't win that player, you get back the money you bid, the only owner charged is the owner that wins that player. Very similar to eBay, to make it clearer. It's intuitive, you'll see on Monday. However, there is no benefit to keeping money for the end of the draft, as that money does not carry over to your free agent budget for the year.
For the free agent budget, that begins after the draft. I don't mind increasing it if everyone would prefer more starting money for the year. I like the smaller budget just because it makes bidding on free agents everyday more competitive. As a reference - I've done this in the past years with a separate league. I was by far the most active in terms of picking up and dropping players. I was able to make 75 transactions for the year at a budget of $100, again bc most players will be had for $1 since you will be the only one bidding on that player. I can't imagine making more transactions than that for the year, but perhaps I'll up the budget to $125, just in case someone wants to make even more moves over the course of the season.
I think the system works better than a traditional add/drop free agent system bc it forces you to be, maybe not more frugal, but more selective and purposeful in your transactions. It also gives you some more control over your selections and rewards foresight and ability to ascertain talent.
