Moreno dilemma. Start Burleson?

Pretty critical week for me. Must win or outscore someone else if they win to make the playoffs.
Moreno was my best player with Rodgers out. Other rb is Brown with Ridley riding the bench.
My Wrs are:
Douglas vs bills
allen vs. cin
Burleson vs gb
bench: SHorts vs cle
With Burleson playing Thursday, should I go ahead and start him at flex in place of Moreno or move Burleson into a WR slot and sit Douglas unless Moreno doesn't play?
