Foster is a game time decision, but Ivory will already be playing in London by that point.

You have any other back up options if foster doesn't go?

Williams, but I want to play him regardelss. Outside of that I will only have Morris and Hill who I want to bench. So the issue is Ivory will have already started and I won't know at that point Foster's status...possibly.

In a similar spot

If I roll the dice and Foster doesn't go then I'll be stuck playing Sproles, Matt Jones or the Johnson and Johnson twins

Just roll with Hill if Foster doesn't play.

Yeah, I'd just play hill if foster doesn't go. Foster is a much better option than ivory, so it's worth waiting to see if he'll go. Hill isn't really that much worse than ivory. He's had a rough start, but he's too talented to not eventually come back around.
