ESPN Free Agency glitch?

How do ESPN waivers work? I have it set to ESPN standard. It is FAAB. Both players have $0 left. Team 1 gets 3 players that team 2 puts in the same $0 bid before team 2 gets any of them. So team 1 is left with 3 players and team 2 has 0. How is this possible? Is this a glitch?

It should go to waiver priority after $ and should rotate. Sounds like there's another option somewhere for the priority.

Since I've run out of FAAB on ESPN, it hasn't let me place a waiver claim. I've had to wait until each player clears waivers to pick them up.
