ESPN fantasy keeper draft question

If my league allows up to to 3 keepers (so a max of 3 keeper rounds), can a team choose to only keep 2 players? Would they just have an empty keeper selection in one of the keeper rounds before the real draft begins?

ESPN kind of sucks in this regard. Not sure if they changed it this year but in years past the keepers would take up the first few rounds of the draft. So basically if everyone keeps 3 players and one guy only keeps 2, he will get a pick in the 3rd round while everyone else won't have a pick till the 4th.

What sucks about ESPN keeper drafts is that the "keeper rounds" don't snake. So if your league allows three keepers and you draw 12th place in a 12 man league you get the 12th, 24th, and 36th pick. The snaking wouldn't start till the 48th and 49th pick.
