Auction/Keeper Strategy? Need Help

League I'm in is changing to auction/keepers this year, and I just have a few days to pick a keeper, if any. My roster from last year was the following, with the "keeper price" for this year. 200 dollar budget 12 teams.

Players I have an "increase" in value in are Julio, 1 dollar, Evans, 8 dollars, Garcon, 10 dollars, Eifert, 3 dollars, and Winston, 6 dollars.

I am a Keepers/Auction noob and don't really know where to go from here. Should I just play safe and keep Julio? Or go with Evans, with the increased value? Or neither?
