I can't see any way JB starts over Bailey, Robinson, and White though I do see him being worked in to the nickel at times. He's still a bit green only having been a CB for 2 years but they did say he is picking things up quickly.
And yeah losing Galette and Butler next year would make getting another pass rusher more of a priority but it could also mean a bigger role for Foster.
No matter how things shake out we have fall back options. That'll allow us to target the players we want in the draft like we were able to do this year.
Just to add to the options point, Ryan actually said at rookie camp that we'll run whatever works best for the team and the players, whether that's a 3-4, a 4-3, or whatever.
That was part of my point of bringing up Foster. If we lose Galette(who basically is a DE without being called one) we can just insert Foster on the weakside and have Jordan, Hicks, Jenkins, and Foster as our starting 4 Dlinemen.
