re: President to Speak at 11:35est

I doubt they just shredded the old models.

I'm not saying it would be easy, but it is probably the most workable solution if the website is still fricking up.

Industry doesn't want to do it, but it is great PR for them and a great 'frick you' to the government. They also have great leverage to get some concessions on the back end. That's their 'incentive' to at lest sit down at the negotiating table.

The govnerment will bend over backwards because they know that as bad as they are getting hammered right now, they may have a full on mutiny on their hands if people can't get enrolled and have had their coverage cancelled. That will be the frickup to end all frickups.

Obama may also issue some EO today that pushes back deadlines or some shite.

There will be a bailout or a stimulus or a huge tax break to the industry on the back end.

I'm fairly certain that a bailout to the insurance companies is actually written into the ACA legislation. Let me try to find it.

At some point, he's going to have to bring the insurance bigwigs to the White House and work out a deal with them whereby they honor the plans they had to cancel under the ACA until the government can get the website operational.
How is Obama gong to get the state insurance regulators on board? They have approved the rates and plans proposed for Obamacare. They would not know what rates would be necessary for the cancelled plans to ensure their viability. Contracts between insurance companies and healthcare providers have been altered to take into account Obamacare requirements. How can those contracts be arbitrarily cancelled and cancelled contracts arbitrarily reinstated? What would be the payment/reimbursement terms of the reinstated contracts?

the models are based on the number of clusters (pools), the risk associated with each individual within pool, etc. For large companies across statelines, and in multiple types of insurance, it gets even more ridiculous.

It's not about the model not existing...it;s about the fact the overall dataset has changed.

The models all need to be run AGAIN.

everytime they run the models like that you are talking months, at least.

I bet the contracts with providers are not valid after December 31st, 2013, though. And the new contracts for the new plans have already been signed and go into effect Jan 1, 2014. Can't get around that. I guess they could somehow extend the termination date or whatever it's called of the old contracts, but that gets messy with the pricing schedules of the providers and all that. Because they don't just, on December 31st, say... oh yeah, we gotta update stuff.

Here's the Insurance bailout contained in Obamacare. LINK /

quote:

Basically, today’s worst-case scenario is that HealthCare.gov takes months to fix and the mandate is delayed until 2015, resulting in widespread adverse selection. Insurers wouldn’t recoup all losses, but the risk corridor program provides their bottom line with a substantial buffer. Importantly, it doesn’t need to be budget neutral; if the math demands it, the government can pay out more than it collects through the program. This could be expensive—the CBO scored the health law as though risk corridors were budget neutral—but it could also be offset by foregone subsidies.

Insurers have a stake in Obamacare’s success; that doesn’t magically disappear if 2014 enrollment is rockier than anticipated. The the risk corridor program continues through 2016, which would allow plans to weather 2014's uncertainty and probably keep the following year’s premiums relatively unchanged as the risk pool normalizes.

The real risk of delaying the individual mandate is long-term political fallout from Obamacare being labeled a “fiasco”, not the dreaded insurance death spiral.

And premiums will SKYROCKET in response.

The healthy people that the insurance companies were expecting to gain due to being forced to purchase played into their pricing. If they know for sure that they will not get those young people to offset expenses, they will HAVE to jack up rates to pay for it.

Nancy Pelosi: Obama to propose health fix

quote:

“I think it can be done administratively. The president will offer a proposal today, is my understanding,” Pelosi said at the World Ideas Forum, hosted by The Atlantic.

quote:

Pelosi seemed to suggest that Obama will propose an administrative solution, which is significant because a growing number of Democrats are supporting a legislative fix. Meanwhile, Pelosi also said congressional Democrats are working on a separate solution. “We have our own proposal, which we think is really good,” she said. “I think that we’ll see in the next 24, 48, 36 hours something to the effect of how do we accommodate

Dems will go for it because it takes some heat off of them for the atrocious rollout. It puts Republicans in a tricky place. Voting for it would alleviate short-term suffering and voting against it is basically telling the American people to just suffer for the short-term.

I don't think it's tricky at all.

The message has to be:

This is simply a ruse and will shift the pain onto other Americans through higher premiums. It is a zero sum game.

Obamacare at its core is designed to raise the cost dramatically for many to offset the cost for few. The only way to stop it from hurting middle class America is to repeal it.

Repeat over and over and over again.

btw, the problems today are NOTHING compared to what happens next fall when employers begin dropping plans and paying the penalty.

I agree with you. I just think that may be a difficult message to convey in this soundbite world.

Even if changes are made that allow people to keep their old plan, the premiums on those plans will HAVE TO SKYROCKET in order to cover the new risks(pre existing conditions, no lifetime caps) mandated by obamacare for the exchange plans.

So, if you get to keep your current 80/20 plan, the premium will no longer be $350/month, it'll likely be closer to $800/month.

They are going to throw more manure on the pile and not really deal with the problem.

This is very plausible. Rates for those on older plans will certainly increase.

I promise I didn't plagiarize your "SKYROCKET" as I was typing it the same way in a different thread at the exact same time and wanted to repeat it here before I saw yours.

Great minds...
