Ridiculous Scenario - AR Lower Purchase (Out Of State)

Bro-in-law lives in AR and travels regularly to OK for work. He's found an AR lower he wants (some Rainier Arms zombie version). Guy at the shop tells him he can't sell it to him because it "can't be transported across state lines". I tell him I don't believe that to be accurate, as I have purchased rifles out of state on several occasions. I can't get my FFL on the phone this morning and I can't find anything on Google regarding OK specific gun laws. What say ye mighty OB?

Bull shite. I live in Alabama. I bought my lower in Tennessee. It was made in Kentucky (DoubleStar).

I can't buy a pistol out of state..but long guns are a different story.

OH..and my Ruger M77 was bought in TN.

When I lived in Sulphur...my parents bought my 870 in Mississippi.

Exactly. Guys at that gun shop are misinformed. Now if they have a policy at that store where they don't do out of state retail sales, I get that. But to proclaim that there's something illegal about transporting a lower across state lines is utter bull shite.

Stripped Ar lower? If so it "could" be assembled into an AR pistol and I'm not sure about OK, but I believe only long guns can be purchased by out of state residents. This is just me thinking and typing.

That's s the plan but he's incurring additional (and also unwarranted) expense. This would be his first rifle. We need all the law abiding gun owners we can get. I don't want him to be turned off to the whole scene over some dumbfrick sporting an Affliction t and thinking he's judge and jury.

Yes

ETA - I'm going to find the fricker cheaper somewhere else to make sure they don't get the business. I know that sounds trivial of me but it's strictly the principle of the matter at this point.

A stripped AR lower might fall into one of those grey areas since it could technically be made into an AR pistol.

THIS is the answer. Your BIL is being told the truth. A stripped AR lower is considered a pistol.

When my son was 20, I had to purchase his stripped AR lower for him due to the pistol designation.

No it isn't... On the 4473 you fill out the dealer fills out what kind of firearm is being sold. This information is called in to a NICS examiner

The options are: handgun, long gun, other (frame, receiver, etc)

A stripped lower is sold as "other firearm"

All I know is that we couldn't find a single FFL in Houston or Rosenberg TX (pretty darn gun-friendly places) to handle my 20 year old son's AR lower transfer. They'd sell him a long gun no problem, but not the stripped lower. All cited the same reason.

It's not ridiculous at all, it's the law.

Receivers and pistols can not be purchased across state lines. Only long guns and even then there are some exceptions.

Just order one online and ship it a ffl in his home state or ask that shop to transfer it to his ffl.

Don't go cry if they say no, they still have the right to serve whoever they want to, this one receiver will not pay their mortgage for the rest of their life if it's done illegally.

I'll look up the laws when I get off work, otherwise I'm pretty sure Google still works.

It's not a policy, it's a law. If you don't understand the laws and how they work, don't call a situation ridiculous and insinuate the store doesn't want to sell their stuff. Like I said, whoever it was essentially asked them to do something illegal, and now everyone is getting all pissy because the shop said no. Like I said, the $10 they are going to make won't pay their bills when the atf shuts them down.

Fwiw, my bil has his ffl, you wouldn't believe the illegal stuff he is asked to do for some customers, then they get mad and never come back.

Your quoting a law you can't cite. All I'm trying to do is educate a guy who wants to become a legal gun owner from becoming soured on the process. If you (or anyone at the shop) could cite the law instead of a blanket "it's the law" then I wouldn't have been here asking the question to begin with. Hell, I can't answer the question (hence starting the thread) and (referring back to the OP) I have tried to educate myself on the matter by contacting my FFL.
