I ended up going with HSA Bank. Even though paying 3 bucks a month sucks ass, their partnership with TD Ameritrade gave me commission free access to vanguard ETFs that I wanted. Had trouble finding a company who could get me Vanguard access for less than 36 bucks a year.
HSABank performs the functions I need it to. You get free everything, except the TD Ameritrade stuff, as long as you always use the card as a credit transaction, have over a certain amount in the account (think it is 3k) and get electronic statements.
