I always thought it was kind of a way to quickly access the dashboard.

So without it popping up on the screen? You just have it in hand? Maybe it pulls up the start screen in game? IE, switching classes in the middle of a game without covering the game itself?

It's not a touch screen really, but a touch pad. Like the back of the Vita. I'm sure it could be used well in some applications. Gives developers something else to use.

I remember with the dreamcast controller, when playing football, you could pick your plays from it instead of doing it on the screen, which I guess helped if you were playing with someone in the same room.

eh, I don't think so. I don't remember them saying it could bring the XMB menu up on it, but I think they said it's going to help with messages so there's probably going to be a keyboard that shows up.
It probably also shows the sleep button(  ) which will be really easy to resume games.

Does the sleep button shut it off or just lock it kind of like a computer, but the PS3 is always on?

Sleep button puts it into a low power state much like the sleep button did on PSP and Vita,
