I've never heard of this till now.
Just found his video on YouTube and noticed an entire gym full of people waiting to hear his announcement. Was he lying to these people for months while acting like he was on official visits and whatnot?
Eta: and was there a specific reason he lied(ie, attention whore, trolling people for fun, or just felt the pressure to act like he was being recruited by higher powers than he was?)

Yes, in the end it was a big lie. If I remember, it was kind of like the Manti story in that he was getting looks in in the beginning, told a few white lies and then was in too deep to turn back (in his mind anyway). Then it all came crashing down.

That story has actually set the precedent for the track that the Te'o one is on right now.
HART
STEP 1: Tells peers he is being looked at by D-1 Colleges.
STEP 2: Peers are confused because he wasn't even the best player at his position but take his word for it.
STEP 3: Lies continue to get bigger with the news that Hart has scholarship offers from Oregon, Cal, and UCLA.
STEP 4: Story becomes big news (in the area) because no player from the high school has ever signed with a D-1 team before.
STEP 5: After outed that it was a hoax, Hart initially says he was duped.
STEP 6: Hart comes clean that this was all his idea.
TE'O
STEP 1: Tells peers he has a girlfriend.
