That's crazy. I guess 7 year old me thought she was older, though 22 is old for a 7 year old. That and the late 80's perms always make women look older.

I think this is the correct answer. I re-watched this film pretty recently, like within the last two years, and Hoag still looked like she was in her late-20s, early-30s.

If you watch the new Saturday morning cartoon April is a teenage girl. It seems to be the current trend in Cartoons. They take traditional adult characters and make them teens in the reboot. I guess it is an attempt to make them more relatable to today's youth.
