If you are set on making on the cheap end, then use PVC and do like stated, put a dowel rod or piece of conduit inside. Cap one end with cap and cement glue. On the other end you can try to find a Y to place on the end. I think Academy sells the Y pieces.
Aluminum push poles are the shite though if you want to spend the money.

We use bamboo when we go gar giggin'. The are light enough to carry 2-3 in case one breaks.
We also have a trolling motor for back up

That Kevlar one is the shite. Buddy has one on his flats boat. I guess I should be clear, if I was strictly fishing I think the PVC would work fine. I mostly use mine duck hunting and frogging and both are hard on equipment. I know my little marsh anchor out of PVC ended up shattering when I threw it on the bottom of the boat. UV rays killed it.

I'll come cut your bamboo for you. Be there 11-3-13. Puts some triple 13 around it this spring I like it full and lush.

If you are ever in Denham Springs and need some let me know. I have plenty. I get a couple people every year that come ask if they can get some for various things. I just use it to stake my garden. This stuff is 40ft tall and some of the bigger stuff is 4-5" in diameter. If I was in China I'd build a house out of it.

a nice painter's pole is much cheaper and actually much better. I have a retractable one that fits out of the way perfectly retracted to its smallest size right across in front of my chairs at the driver's seat. You'd really never know it's there.
Now, I just use mine in emergency situations, I'm a bass and crappie fisherman, to push off, ect., but a push pole is a must and for just those circumstances, they're great. I probably wouldn't go for bone fish with one, but I wouldn't be surprised if they didn't work pretty good.

The Cabela's $240.00 fiberglass pole set me off on this investigation. However, I just got back from Academy and they had two inexpensive push poles.
One was a Dotline retractable aluminum pole, twelve feet long in three telescoping sections. It seemed like it would break if I had to really push with it. You have to buy the gator foot separately and the total price of the pole and foot was around $42.00.
The other was a duck foot pole by O&H Mfg. of Baton Rouge. It was a ten foot aluminum pole which is in two sections which screw together. The aluminum piping had much thicker walls and the pole seemed to be very solid and strong. The price of the pole, with the aluminum foot attached, was $49.00.
I bought the $49.00 pole. While I could have made one out of wood for about $35.00, the extra $15.00 was more than worth it to save time and get a better overall pole.
There it is.
