| Perry proposes amending Texas constitution to allow state to return excess taxes (Posted on 1/29/13 at 9:21 am)

quote:
Gov. Rick Perry will use his State of the State address to call for amending the Texas Constitution to allow the state to return tax money it collects but doesn't spend back to its citizens, according to an excerpt of the speech released to The Associated Press.
quote:
Perry, who is scheduled to deliver the speech Tuesday morning to a joint session of the Legislature, will tell lawmakers that he has "never bought into the notion that if you collect more, you need to spend more."
quote:
While he has made cutting taxes his chief mantra since lawmakers headed back into session on Jan. 8, calls to limit government spending are nothing new for Perry. Last April, he unveiled a "budget compact" that proposed a constitutional amendment limiting state spending increases to only enough to cover the cost of population growth and inflation. That issue hasn't yet been taken up the Legislature.
quote:
Tuesday marks the seventh time Perry has given the State of the State since taking over for George W. Bush as governor in December 2000. Two years ago, he declared there would be "no sacred cows" immune to deep budget cuts as the state struggled with a $27 billion budget deficit amid an economy still feeling the effects of The Great Recession.
quote:
The economic picture has since brightened substantially, with sales tax receipts up, unemployment down and the oil and gas industry humming. Yet early draft budgets proposed in the Texas House and Senate were so austere that they would leave about $5.5 billion in projected state revenue unspent
Texas, the finest state in the Union. And i'm a Louisiana boy.

He would have made a great President economically in my opinion.

Born and raised in La. Moved to Texas 20 years ago because of work. It's a great State. Honestly, if you look at all the new jobs that are about to be created in Lake Charles, La. is doing a lot of good things as well. We need to ship all the liberals up North and let them create their own gun free, violence free, gov't dependency, gay loving Utopia they dream of.

Will be interested to see how this works... Texans don't pay state income tax, so they would be returning sales tax or property tax

I'm curious too. Isn't property tax set by municipalities or counties? At least a chunk of it that goes to schools?

Reduce sales tax for a certain percentage of time.

How do you "give back" taxes that you've collected from 25 million people and do it in an orderly and fair way, especially when there are no income tax returns documenting how much was paid? The devil is sure in the details, isn't it? Perry and Jindal are in a race to the bottom to see who can claim the title of biggest tax cutter. They're both fools.

I think its a great idea, but politicians will quickly figure out how to spend every cent of tax "revenue". They will make sure there is nothing to refund. It is just what politicians do. I'll be absoulutely shocked if Texans ever get even a cent returned to them.
