so does it optimize your settings based on YOUR hardware or does it optimize your settings based on what most others have found to be the best experience

I believe based on your hardware. It is telling me I need to lower all of my settings.
I need to upgrade sometime this year. 1st generation i5 and gtx460 just won't cut it for much longer. Was looking at the 670s, but I think I'll wait for the 700 generation to launch and see what prices look like.

It takes best setting based off systems that are similar to yours.
it's kind of a hybrid of what you said.
I lost frames because it set a lot of mine to ultra on BF3 but it's still over 60fps and looks a hell of a lot better. So it pretty much gave it a good balance of quality and performance.
