I lived in NO just prior to Katrina, and I thought he was pretty good at the time, too. Katrina exposed what a trainwreck he really was.

Relative to other N.O. mayors pre-Katrina, I have no reason to believe that he was anything but great.
That he was doing something illegal as a NOLA politician is just common knowledge, and not really even newsworthy. That he actually got indicted for it is newsworthy, and probably a sign that the political culture over there is changing a lot.
