The $361 million deal will allow the district to pay off the $233 million in bonds, known as "auction-rate securities," that the state purchased when the market for the bonds collapsed in 2008. State Treasurer John Kennedy said the deal would benefit the state by taking the bonds off of unstable, variable interest rates that shot up to about 12 percent. The new bonds will have a fixed rate below 3.4 percent.

Edwards raped Louisiana on those bonds. The lawyers got $30 million.

This was done after Katrina, the state is now paying $108 million for the right to refinance $233 million.

Yeah, this was a bad move. On the other hand, lot's of people made similar bad moves. Not an excuse though.
I am just waiting for someone to say this was Jindal's fault.

He could have not fricked up the election in 2003, become governor and not Blanco, it is obvioulsy his fault at the most basic level.
