I think we reset to when Peter is a child, not Etta.

No. Everything up until when the anomoly was born will be the same in the future. September will still be alive and they will still send info-gatherers to the past... They'll just evolve differently after that.

Yeah, September was part of the original 12 science observers sent back to observe "primitive humans".
Their evolution to the Invader Observers happened after September did his meddling with the events in the original timeline.
Their plan to send Michael back is to show the pre-observers that they don't have to sacrifice emotions for intellect. Ergo, they don't evolve into a-hole lizard observers and take over earth in 2015.

There's no way they do that. The show's writers are finding ways to give the fans EVERYTHING they want (as evidenced by the promo for next week especially).
