Don't fall for the propaganda, we've passed a budget every year Obama has been in office, albeit sometimes very late.

Doesn't that mean that the budget for fiscal year 2012(starts in October) is exactly one year and three months late in becoming the law of the land? 
ETA This "budget" is technically a piece of paper BS as of a few months ago anyway, as it does not reflect the trillion dollar deficit spending for the fiscal year. But you can go on living in unicorn land.

Why pass a budget when you can keep passing continuing resolutions and have never ending debt ceiling debates in which you know you can get republicans to cave?

There is a difference between passing a budget and passing the appropriation bills. The OP is apparently unaware of how the budgeting process works.
