The Caddo Commission (think Police Jury) has been term limited to 3 terms. A lot of the board members (who are paid well) will be term limited out. So, they are voting today on a resolution to abolish term limits.

3 term limits is the status quo ever since a 1991 vote by the public. The resolution is to abolish the 1991 term limit rule.
If the resolution passes today it will go on the ballot for public vote. They can't abolish term limits outright since it came from a referendum.
By passing the resolution today the implication is: "The public now realizes how foolish they were in 91 to not see how wonderful we are and that we should stay in office governing them for as long as we like."
